He said within the framework of achieving this vision, Qatar has introduced recent reforms to the labour market, which are being included as an important part of the national development strategies. He said those reforms, especially the legislative amendments adopted by the state, are fundamental in this regard and effective implementation of them is a necessity to achieve the desired goals. MADLSA is committed to implementing them within the standards of decent work and within the framework of the sustainable growth system for all sectors in Qatar, he added. The minister stressed the ministry’s keenness to ensure the effective implementation of all the aforementioned reforms, as the main stakeholders, including important sectors, and the hospitality sector have shown effective and serious cooperation with the ministry in this regard. Since early 2019, the ministry has formed a working group with hotel representatives in Qatar to strengthen standards for fair recruitment in this sector, he added. The minister expressed his commitment to support the hospitality sector based on Qatar National Vision, looking forward to continuing this constructive participation in the future. For his part, Qatar Chamber Chairman Sheikh Khalifa bin Jassim Al Thani explained that the labour market is entering a new phase with the recent legislative declaration regarding the adoption of a minimum wage and facilitating the transfer of workers, as these legislations will have a positive impact in promoting competition and productivity at the local level, as well as the consolidation of Qatar’s position, as the Qatari market attracts skilled labour from all countries of the world. He said the hospitality sector is considered an important economic sector and it is a very important part of the Qatari culture. He said this sector must show its leadership in pushing for labour reforms, noting that the indicative tool for hotels in Qatar, which came under the title promoting ‘fair employment’ represents a new addition to a further growth in the Qatari hospitality sector. He affirmed the contribution of Qatar Chamber in preparing this practical indicative tool that would support hotels to enhance their commitment to the standards of fair employment, and there is no doubt that it would also benefit all companies in other sectors. During the meeting, the participants discussed the guide to employment in hotel sector as a reference material that contributes to promoting standards of fair employment in the hospitality sector, accompanied by practical steps that contribute to promoting decent work and improving employment practices, including dealing with recruitment agencies and service providers. Participants also exchanged issues related to employment contracts, passports, identity papers, working conditions, workers housing, equality and non-discrimination, changing employer and returning to the country of origin, grievance mechanisms. The participants in the meeting got acquainted with the methods of dealing with employment agencies according to the followed procedures and in a sound manner.
