Qatar Chamber Chairman Sheikh Khalifa bin Jassim Al Thani has praised the Public-Private Partnership (PPP) Law issued by His Highness The Amir of The State of Qatar Sheikh Tamim bin Hamad Al Thani on Sunday.
In a statement issued by Qatar Chamber on Sunday, Sheikh Khalifa said the PPP law would enhance the contribution of the private sector in the mega projects and in the economic activities in general. “The law would enable the private sector to be a genuine partner to the public sector in achieving the economic development,” he said.
Sheikh Khalifa said that the new law fulfills the chamber’s demand for expanding the participation of Qatari companies in the execution of governmental projects.
Chamber was the first body to call for such legislation, he said noting that the chamber played an important role in laying the basic building blocks for a draft law that paved way for partnership between the private sector and the public sector.
Expressing his happiness over the PPP model becoming a reality in Qatar, he said it shows the trust of the state government in the country’s private sector. “The country’s leadership always emphasised on various occasions about the role of the private sector in the economic development and its contribution in the mega projects in the future. Directives for the preparation of a Public-Private Partnership Law were given make it a reality,” he said.
Sheikh Khalifa also praised the government’s interest in achieving the PPP, noting that several projects have recently been launched by the Technical Committee of the Ministerial Group for Stimulating the Private Sector covering sectors such as education, food security and others. Hailing the new law, Qatar Chamber Director General Saleh bin Hamad Al Sharqi said that it would have a significant impact on accelerating the initiation and implementation of projects.
Sharqi also noted that the chamber played a key role in highlighting the idea of issuing a law regulating the PPP. He pointed out that the chamber held a conference on this issue in 2009, where it recommended the need for legislation governing partnership between the two sectors.
He affirmed that PPP projects would contribute to economic development and would play an important role in attracting investments. He said the new law enhances the economic and investment environment which witnessed great development, especially after the issuance of new economic legislation such as the law regulating the non-Qatari capital investment in various economic activities.
