The Cabinet has hailed the Amir HH Sheikh Tamim bin Hamad al Thani’s speech at the Shura Council on Tuesday that highlighted Qatar’s steadfastness in overcoming the unjust blockade while adhering to the values and principles.
The Cabinet noted that the speech included Qatar’s stances on regional and international issues, and emphasised keenness to promote security, peace and stability in the region and the world.
It also appreciated the speech that referred to the preparations for the Shura Council elections and the necessary draft laws.
The Cabinet expressed pride in what the Amir said about the successes and achievements in the economic field and in the provision of services and decent standard of living, despite the unjust siege, stressing that all these have been achieved thanks to God and to HH’s directives as well as the dedicated efforts of citizens and residents.
Chairing the Cabinet meeting, Prime Minister and Minister of Interior HE Sheikh Abdullah bin Nasser bin Khalifa al Thani directed the ministers to implement the directives of the Amir in his speech and prepare the necessary plans and programmes.
The Cabinet approved a draft law on combating cover-up of non-Qatari business, economic and professional activities in violation of the law.
The draft law, which will replace Law No 25 of 2004, comes in the context of modernising legislation, creating an investment environment based on transparency, and consolidating the practice of activities in accordance with the provisions of the laws in force in the state.
It also approved a draft law amending some provisions of Law No 15 of 2014 on the organisation of charitable works.
The Cabinet approved a draft decision of the Cabinet on the establishment and formation of a standing committee to supervise the management of central markets.
The draft provides for the establishment of the standing committee to supervise the management of central markets at the Ministry of Commerce and Industry. The committee will be tasked with proposing necessary policies and programmes for the development of central markets and raise their efficiency.
The Cabinet also approved a draft decision to adopt the National Qualifications Framework, which is a mandatory reference tool for identifying, classifying and organising national academic and professional qualifications according to the learning levels prepared according to specific criteria.
It is designed to meet all aspects and levels of structured education in Qatar, including general, higher, vocational, technical and vocational education by providing a reference context for the design and development of a range of new and flexible qualifications that meet the needs of the state, the labour market and individuals, and ensure that those with the required skills in the field of employment.
The Cabinet also approved its draft decision to add the Anti-Money Laundering and Combating Terrorist Financing Unit to the units comprising the Ministry of Justice and to define its competencies.
The Cabinet also approved a draft memorandum of understanding for cooperation in the field of charitable and humanitarian work between the Regulatory Authority for Charitable Activities (RACA) in Qatar and the Ministry of Social Affairs and Labour in Kuwait.
It also approved a draft agreement between the governments of Qatar and Hungary for cooperation in the fields of youth and sports.
A draft agreement on cultural cooperation between the governments of Qatar and Hungary also got the approval.
The Cabinet reviewed the letter of QCB Deputy Governor and Chairman of the National Anti-Money Laundering and Terrorism Financing Committee on the proposal to criminalise smuggling of migrants in accordance with the UN Protocol against the Smuggling of Migrants by Land, Sea and Air, supplementing the UN Convention against Transnational Organized Crime, and the views of the Ministry of the Interior in this regard, and took the appropriate decision thereon.
