Qatar has affirmed that it is continuously seeking to develop a national legislation in line with international standards in the field of intellectual property rights, guided by the World Intellectual Property Organization (WIPO), to achieve its goals of sustainable development and knowledge-based economy.
In a statement of the State of Qatar delivered during the 59th session of the Assemblies of the Member States of WIPO at its headquarters, Permanent Representative of Qatar to the UN in Geneva HE Ambassador Ali Khalfan al Mansouri said that Qatar, which is still facing measures contrary to international conventions relating to intellectual property and other rights, is fully aware of the importance of a global system that protects the intellectual property rights of its citizens and the citizens of all WIPO member states.
Mansouri stressed Qatar’s support for all efforts by the members of the organisation to strengthen international protection through appropriate legislation, which forms as the basis of WIPO’s launch.
He called on all members to be positive and flexible in order to conclude the current negotiations on the protection of broadcasting organisations and to agree on the provisions of the multilateral agreement that will ensure international protection of the rights of broadcasters. He added that Qatar is ready to host the diplomatic conference for signing the agreement, if approved by the organisation.
He also expressed support for the efforts by the member states to convene a diplomatic conference to adopt a design law treaty by the middle of 2020.
He stressed that the selection of host countries for WIPO External Offices should be consensual among the members and in accordance with the principle of unanimity applied within the organisation, so that the host country would be politically stable and enjoy good relations with all states in its territory. It should have respect for intellectual property protection laws and support international cooperation to ensure that its services are provided without discrimination to all states in its territory, he said.
Mansouri stressed that Qatar is keen to start working with all members for the organization’s success. “Today, the role of intellectual property in supporting development projects by stimulating innovation, supporting modern industries and increasing commercial activity is becoming increasingly important,” he concluded.
