The Public Works Authority (Ashghal) has invited Expressions of Interest (EOI) for establishing and developing four new health centers.
The new health centres are Madinat Khalifa Health Centre (replacement), Umm Ghuwalina Health Centre (replacement), Nuaija Health Centre (new build) and Al Themaid Health Centre (new build).
The new health centers will be set up under Public-Private Partnership.
The opportunity is for a private investor to design, build, finance, operate and maintain and transfer (“DBFOMT”) four new Primary Health Care Centres on behalf of the Primary Health Care Corporation.
The project is part of PHCC’s strategy to improve the coverage, quality and capacity of primary healthcare facilities across the country.
The government will establish high-level project requirements including output specifications as well as operational and quality standards.
The private partner under the proposed commercial structure will be remunerated in the form of an availability payment for the facilities and services provided.
The new health centres are expected to be operational by first quarter of 2024.
The length of the concession period for the operation and maintenance of the health centres is expected to be up to 25 years, but subject to revision if required.
The land allocated for the health centres will be leased from the government on nominal rent basis.
The purpose of this request for EOI is to invite competent Qatari and international companies and consortia, capable of delivering the project, to participate in the tender process, and to indicate their interest in the Project by submitting an EOI.
Once an EOI has been received from interested companies, the PWA will issue the Request for Qualifications document.
