Secretary-General of the Shura Council, HE Nayef bin Mohammed Al Mahmoud, emphasised the General Secretariat’s commitment to developing parliamentary support mechanisms to enhance the Council’s effectiveness in fulfilling its duties. He noted that this would contribute to strengthening the culture of participation and achieving the aspirations of society, in line with the directives of the wise leadership.
In his remarks to Qatar News Agency (QNA) on the occasion of the adjournment of the fourth session of the first legislative term, corresponding to the 53rd annual session, he stated that the development of work mechanisms has enhanced the performance of the General Secretariat in fulfilling its organisational role and carrying out its tasks efficiently and competently. This has been achieved through an integrated technical and administrative support system that has kept pace with the momentum of the Council’s legislative and oversight functions.
He highlighted the General Secretariat’s role in preparing for sessions and committee meetings, facilitating communication with government bodies, organising meetings, following up on memoranda from the Council of Ministers’ General Secretariat, ensuring the readiness of committee reports for presentation in public sessions, providing legal and technical support, and managing the flow of information with accuracy and efficiency.
He also noted the General Secretariat’s significant focus on enhancing the efficiency of internal coordination between the various committees and departments, enabling the committees to study topics and continue their work with full readiness throughout the legislative session. This has had a positive impact on the quality of the reports and recommendations issued by them.
Concluding his remarks to QNA, the Secretary-General highlighted that the council’s achievements were the result of the integrated roles of its agencies and the cohesive administrative structure, which embodied the council’s vision of enhancing institutional parliamentary work in accordance with the highest standards.
The General Secretariat of the Shura Council is the executive body of the council. It assists the council and all its agencies in exercising their powers and responsibilities, in accordance with the approved regulations and organisational rules and the instructions and decisions issued by the Speaker of the Council.
