The Civil Services and Government Development Bureau (CSGDB), represented by the Institute of Public Administration, launched the second edition of the Qiyadat (Leadership) programme, in collaboration with the Qatar Leadership Center and Duke Corporate Education.

The programme aims to develop the leadership skills of assistant undersecretaries in government entities, enhancing their leadership capabilities and supporting institutional transformation efforts in the public sector.

In his remarks, HE Dr Abdulaziz bin Nasser bin Mubarak Al Khalifa, president of the Civil Service and Government Development Bureau and secretary-general of the National Planning Council, said that Qiyadat programme reflects the national direction toward preparing empowered government leaders equipped to keep pace with change and contribute effectively to achieving sustainable development goals.

He highlighted the success of the programme’s first edition and the tangible impact it had on the performance of participating entities.

Dr Fadi Hisham, a representative of Duke Corporate Education, delivered an introductory presentation outlining the main features of the programme and the institution’s role in designing academic content and training tracks in accordance with global best practices in public sector leadership.

Following the presentation, the first training session was held as part of a programme running through December. It includes nine specialised modules covering areas such as strategic project management, digital transformation, agile and transformational leadership, media engagement, financial and commercial acumen, crisis management, customer service, and innovation in the public sector.

The programme also includes a learning trip to Estonia from August 25 to 29, aimed at exploring global experiences in digital transformation, governance, and entrepreneurship, as well as learning about mechanisms for cooperation between government entities and civil society in developing public services.

Qiyadat is considered one of the most prominent national initiatives reflecting the Civil Service and Government Development Bureau’s commitment to preparing second-tier leadership in the government sector. It contributes to building a resilient leadership system that supports institutional excellence and aligns with the goals of Qatar National Vision 2030.
