Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani on Thursday inaugurated the Ministry of Justice Strategic Plan 2025-2030.

Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali Al Mohannadi attended the Inauguration ceremony.

The Ministry of Justice Strategic Plan 2025-2030 aims to develop the legal sector, improve judicial services provided to the public, and strengthen partnerships with members of the legal and judicial services and legal professionals in a way that serves the legal and judicial system and contributes to the development of Qatar’s legal services in line with Qatar National Vision 2030.

In his opening speech at the launch ceremony, Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali Al Mohannadi emphasized the significance of launching the Ministry of Justice’s new strategic plan (2025-2030), developed within the framework of Qatar’s Third National Development Strategy.

He noted that the ministry has adopted a comprehensive vision to achieve these goals, aligning with the wise leadership’s aspiration for Qatar to be a leading model regionally and globally by 2030.

Al Mohannadi stated that the ministry has focused on strengthening institutional values to provide a clear and well-defined vision, delivering advanced and reliable legal services within an integrated judicial system.

Al Mohannadi highlighted that the ministry has adopted a scientific and systematic approach in designing its strategy to ensure full alignment with Qatar’s National Vision. This approach is based on a thorough analysis of the current landscape, identifying opportunities and potential resources while assessing future challenges and risks, all aimed at shaping an ambitious future vision in line with national aspirations.

He further explained that the ministry’s mission - as outlined in the strategic plan - is to offer legal services characterized by transparency and high efficiency, while fostering institutional and community partnerships that serve public interest. The strategy also prioritizes enhancing investment opportunities and promoting sustainable economic development.

The Minister of Justice also reviewed key pillars of the strategic plan, which is built on a strong institutional framework. These include fostering partnerships to enhance local and international cooperation, ensuring compliance and accountability through an effective and transparent governance system, driving innovation by offering advanced judicial services that streamline procedures for beneficiaries, and promoting sustainability through adoption of modern data-driven technologies to enhance service delivery.

Additionally, he said that the plan includes 27 strategic initiatives aligned with its core pillars and enablers. A set of performance indicators has been established to monitor progress toward achieving seven key strategic objectives, contributing to 14 targets within the Third National Development Strategy, either directly or indirectly. The plan also aims to enhance the business environment, establish an efficient and transparent judicial system that upholds integrity, and strengthen public trust. Furthermore, the ministry placed great emphasis on providing outstanding government services that enhance the quality of life for all residents in Qatar.

Al Mohannadi highlighted that the Ministry of Justice’s strategy has drawn inspiration from one of the key pillars of Qatar National Vision 2030 human development.

The ministry has committed itself to building distinguished human capacities in the judicial sector, based on leadership, innovation, institutional culture, continuous education, and accountability. One of the main outcomes of this approach will be the support of a cohesive society that achieves public benefit through constructive partnerships at local, regional, and global levels.

He emphasized that Qatar’s global image is a reflection of its internal reality, and its true strength comes from the integration of its institutions and the unity of its people under visionary leadership. Through this strategy, the ministry aims to be part of Qatar’s national development, positioning the country as a leading model that showcases its values and vision on the global stage.

The launch ceremony of the Ministry of Justice’s Strategic Plan (2025–2030) included a video presentation in which Undersecretary of the Ministry of Justice, Saeed bin Abdullah Al Suwaidi, outlined the key features and objectives of the plan. He described it as an ambitious initiative built on a comprehensive vision to fulfill the aspirations of the wise leadership for Qatar to become a pioneering model in its judicial and legal system by 2030.

He affirmed that the strategy focuses on strengthening institutional values to achieve this vision by establishing a comprehensive framework that delivers advanced and reliable legal services within an integrated judicial system.

He explained that the Ministry of Justice has developed its new strategy based on the Third National Development Strategy, which represents the final phase toward achieving the goals of Qatar National Vision 2030 and its four pillars. Consequently, seven strategic pillars were formulated as the foundation of the new strategy, each aligning with one of the pillars of Qatar National Vision 2030.

The undersecretary further noted that the strategic plan places significant emphasis on developing national legal competencies and building human capacities in alignment with the human development pillar of Qatar National Vision 2030. This includes workforce development and enhancing readiness for the future.

The plan ensures provision of an interactive work environment built on principles of leadership, a culture of development and innovation, continuous education, and accountability. It also focuses on developing the competencies of ministry employees, offering practical training opportunities for lawyers, legal experts, arbitrators, real estate mediators, and law students to enhance their legal and professional skills. Additionally, the strategy includes career path development for ministry employees and incentives for excellence, thereby raising the efficiency and skills of employees in line with the requirements of legal professions.
