Members of the public in Qatar who fail to register their local addresses with the Ministry of Interior before deadline expires in July 26 faces fines up to QR10,000, senior officials said during a seminar held in Doha on Monday.
The Ministry of Interior organised the seminar on National Address at the General Directorate of Traffic to introduce the mandatory registration that has begun last week.
The registration comes in implementation of National Address Law (Law No 24 of year 2017) which mandates providing the correct address that includes related details such as residential address, fixed telephone and mobile numbers, e-mail address, address of the employer for government and private sector employees, and an optional permanent address outside Qatar if exists, and any other data specified by the competent authority.
The introductory seminar was delivered by head of National Address section Lt. Col. Abdullah Zayed al Sahli who said that the National Address Law came within the framework of the strategic development of e-governance and the completion of the legislative structure necessary for e-government transactions and the transition from the descriptive address to the digital address.
He added that registration of the data for the national address of citizens and residents is now available through 3 different resources: Metrash2 application, the website of the Ministry of Interior, or any of the Ministry of Interior service centers in the country.
Captain Muhammad Ali Al-Kuwari, officer at the General Directorate of Information Systems pointed out that the ministry has provided a hotline number (2342000) to respond to public inquiries about everything related to the national address or any problem facing during the registration process. He added that the statistics of the registration process during the first week amounted to 234,000, of whom 227,000 applicants (95%) registered through Metrash2 service.
Major KhamisSaad Al-Muhannadi of Nationality and Travel Documents Department emphasized the importance of registering in the national address stressing that the father should register for himself and his children under 18 years of age. As for the children above the legal age and wife, they must register themselves. In the case of the separation of the spouses and the children are in the custody of the mother, she has to register the data of their children on her national address via electronic registration or any of the service centers.
He said that in the event of a change in the national address data for any person, the new data must be modified via Metrash2 or any of the Ministry of Interior service centers, where Article 4 of the law stipulated that the competent person must inform the competent authority of any amendment or change in the data of his/her national address and update it.  If he/she does not notify the competent authority of the amendment or change that occurred in the data of his/her national address or update it within the prescribed dates, his/her declaration on the national address given at the competent authority is considered correct and productive for all its legal effects. The judicial announcements and official notifications that addressed to the national address will be considered correct and productive for all legal effects as stipulated in Article 5 of the Law.
Captain Mohamed Hassan Al-Haydus from Unified Services Department said that the six-month deadline set by law is for registering for the first time, while the process of updating data is always available through any of the means of registration. The children who reach the legal age of 18 years must register their national address within two months of reaching the age, he added.
He emphasized that the aim of the national address is to facilitate the service of all citizens and residents in their dealings with various governmental and non-governmental agencies, without the need for traditional paper correspondence.
He said that the Ministry of Interior has provided a service to companies that have large number of employees that cannot register online. Such companies can approach the headquarters of the Unified Services Department in Messaimer through their PROs and register the data of workers in forms prepared for that. The department will send a team to the company's headquarters to complete the registration process electronically.
