THE Ministry Administrative Development, Labour and Social Affairs (MADLSA) is reportedly planning to create a fund that will cover payment of unpaid salaries of migrant workers employed by companies whose businesses have been adversely affected by the Gulf crisis or are in a slump.
This was revealed by Philippine Labour Secretary Silvestre H Bello III at a community assembly held at the City Centre Rotana Doha on Monday. Bello said that the MADLSA is also contemplating other measures like facilitating transfer of workers to other companies.
Earlier, Bello III, who is on an official visit to Doha accompanied by a delegation on the invitation of the Ministry, met Minister of Administrative Development, Labour and Social Affairs HE Dr Issa Saad al Jafali al Nuaimi to discuss with him a host of worker related issues.
The Philippine official said that during his meeting with the Qatari minister, he mentioned the plight of around 644 Filipino workers in Qatar, who have not been paid their salaries by their respective employers for two to six months. He added that given the assurance that he received from the Qatari minister, he was hopeful that the case would be resolved soon.
The Filipino official also called for greater cooperation with MADLSA to address the employment and welfare concerns of Filipino workers.
Addressing more than 250 community leaders, Bello also reiterated the programmes of the Philippine government that would benefit overseas Filipinos.
Last week, Philippine President Rodrigo Duterte signed an executive order establishing an Overseas Filipino Bank, which intends to provide tailored services and assistance according to the requirements of overseas Filipinos. He said that the Overseas Filipino Bank, which is likely to be opened early next year, will benefit not just Filipino workers overseas but will also cover all Filipinos residing abroad.
While he lauded the contributions of overseas Filipino workers to the Philippine economy through their remittances, he also highlighted the programmes of the Philippine government to create jobs back home.
"Under the administration of President Duterte, infrastructure developments in the Philippines are expected to create millions of jobs. Job creation remains one of the priority areas for the government," he said.
