Around 682 Filipino workers in Qatar, from 15 different professions, including engineers, nurses and teachers were given the opportunity to obtain Philippine professional licence while outside their country, through the Special Professional Licensure Examination (SPLE 2017) held at the Philippine International School in Qatar (PISQ) recently.
Delegates from the Professional Regulations Commission (PRC), the Philippine government agency in charge of the professional sector, flew to Doha to supervise the examinations headed by Philippine Overseas Labor Office (POLO) under the leadership of Philippine Labour Attache to Qatar David Des Dicang and supported by the Philippine Professional Organizations (PPO) Qatar, a 12-member Filipino professional organisations group. PPO-Qatar is currently chaired by Michael Ni?o Garcia from the United Architects of the Philippines (UAP) Qatar Chapter.
"SPLE is conducted by PRC in different parts of the world intended for Filipino professionals overseas applying for Philippine professional licence. The preparations, planning and coordination for the event started around January. The 682 examinees took exams for 15 different professions namely architects, certified public accountants (CPAs), civil engineers, electronics engineer, electronics technicians, environmental planners, master plumbers, mechanical engineers, registered nurses, physical therapists, professional teachers, radiologist, registered electrical engineers, registered master electricians and respiratory therapists. Results are expected to be released within 45 days of the examination," Garcia told Qatar Tribune.
He underscored the efforts of POLO and PPO-Qatar to coordinate the activity with the PRC in Manila to ensure that Filipino professionals in Qatar are given equal chance to be recognised in their respective fields. Garcia underscored the role of PPO-Qatar in advancing the interests of Filipino professionals in the country.
PPO-Qatar was officially formed in 2010 starting with five organisations which signed a memorandum of agreement with the stated goal of establishing coordination with PRC in Manila and other Philippine government agencies concerned for the conduct of SPLE for overseas Filipino workers (OFW) in Qatar. The first five organisations to form PPO-Q were Institute of Integrated Electrical Engineers (IIEE-SQC), Philippine Institute of Civil Engineers (PICE-Qatar), Philippine Institute of Certified Public Accountants (Picpa-Qatar), Philippine Society of Mechanical Engineers in Qatar (PSME-Qatar) and United Architects of the Philippines Qatar Chapter (UAPQaC). It later became a 12-member group with Geodetic Engineers of the Philippines Qatar-Chapter (GEPQ) as the latest addition in November 2016.
"PPO-Q exists with the primary purpose of enhancing the professional competence of its respective members and promoting high-level of ethical conduct, integrity, camaraderie, and general well-being among its members. The group is a non-political, non-sectarian and non-profit administrative organisation. One of PPO-Q's visions is to continually reach out to Filipino professionals overseas who are not yet aware that they can avail Philippine professional licences through SPLE, and gain open opportunities that can change their lives and careers in the Philippines and abroad," said Garcia.
Other members of PPO-Q are Filipino Association of Respiratory Practitioners in Qatar (FIL-ARPQ), Institute of Electronics Engineers of the Philippines- Qatar (IECEP-Q), Philippine Nurses Association Qatar (PNA-Q), Philippine Society of Mechanical Engineers in Qatar (PSME-Q), Filipino Association of Physical Therapist in Qatar (Faptq) and Filipino Radiologic Technologist Association in Qatar (Filraq).
