No legal basis for blockade against Qatar: Expert Jul 17, 2017 1 534 12345 Doha Toby Kidman, an expert on international law on war crimes and human rights, has said there was no legal basis for the blockade imposed on Qatar. Speaking to Al Sharq, Kidman said under the international law the measures were illegal and purely punitive. He said the next legal step that must be taken by Qatar was to join Rome Statute system and the International Criminal Court as a means to protect itself.
