A northern Vietnamese woman is being investigated after a video of her foster daughter being tortured was uploaded to social media, state media reported on Tuesday.
Nguyen Thi Phuong, a grocer in Vinh Phuc province, was questioned about the footage which showed the five-year-old victim suspended by her hands from a roof beam, the Tuoi Tre newspaper reported.
In the 37-second video, the girl can be seen hanging from the beam and crying for help.~
Phuong confessed to the abuse, saying it was punishment for the theft of a milk carton from the family's grocery store.
Le Chi Thai, deputy chairman of Vinh Tuong District, condemned the alleged abuse, adding that no behaviour from the child warranted the cruel punishment.~
The girl, who was in foster care as both her parents were in jail for an undisclosed crime, was not found to have suffered any serious injuries following a medical check-up.~
Thai said she was now in the hands of relatives.
