THE Cabinet at its weekly meeting on Wednesday chaired by Deputy Prime Minister and Minister of State for Cabinet Affairs HE Ahmed bin Abdullah bin Zaid al Mahmoud approved a draft decision to establish a committee for the policies of financing state projects.
Under the project, a committee called the 'Committee on Policies for Financing State Projects' shall be formed, headed by the Minister of Finance, a representative of Qatar Central Bank and the membership of a representative of Qatar Investment Authority and Qatar Petroleum.
The committee shall be responsible for examining financing strategies and plans for securing the loans required by a number of entities, including ministries, government agencies and public bodies and institutions.
The Cabinet move aims to avoid the negative effects of competition on the available liquidity to borrow from domestic and international finance markets as well as monitoring existing borrowings and following up on their repayment.
The Committee shall determine the target size of loans and the entry times in the finance markets as well as develop methods and financing conditions to ensure the level of financing liquidity required to cover projects at an acceptable cost.
The Cabinet also took the necessary measures to ratify an agreement on the promotion and protection of mutual investments between the governments of Qatar and the Philippines and a MoU between the Ministry of Foreign Affairs of Qatar and the Ministry of Foreign Affairs of Serbia on the establishment of political consultations on issues of common concern.
Furthermore, the Cabinet approved a draft Air Service agreement between the governments of Qatar and the Netherlands concerning Saint Martin.
The Cabinet then reviewed a proposal of the Ministry of Foreign Affairs to amend some of the provisions of Emiri Decree No 14 of 1998 on the Establishment of the Permanent Qatari Committee for the Support of Al-Quds.
The Cabinet also reviewed a letter from the Ministry of Transport and Communications on a report on the digital services provided by government agencies until the end of the first quarter of 2017.
