THE Advisory (Shura) Council on Monday studied a draft law of 2017 proposed by the Cabinet amending some of the provisions of Law No 17 of 2002 on protecting society.
The draft law includes exceptions for the Minister of Interior in the provisions of the Code of Criminal Procedure to detain suspects in crimes related to 'state security and breach of public morality'.
According to the draft law, minimum detention period is two weeks which can be prolonged to a period not exceeding six months.
It also says that detainees and their families can submit their grievances directly to the Prime Minister while the detainees shall be treated as on remand until they face trial.
The Council agreed to refer the draft to the Internal and External Affairs Committee to examine and present a report.
Meanwhile, the Council studied a memo from the Cabinet regarding a draft law of 2017 seeking amendments in some of the provisions of Law No 11 of 1990 on establishing the Qatar Chamber for Commerce and Industry. The Council agreed to refer the draft law to the Financial and Economic Affairs Committee to examine and present a report.
Another draft law that the Council discussed was for amending decree Law No 14 for 1993 on passports. The Council agreed to refer the draft to the Internal and External Affairs Committee to examine it and present a report.
The regular weekly session of the Advisory Council was chaired by the Speaker HE Mohammed bin Mubarak al Khulaifi. The Secretary-General of the Council Fahad bin Mubarak al Khayareen read out the agenda of the meeting.
