THE Ministry of Municipality and Environment (MME) launched on Sunday a new 'Electronic Inspection' application to raise efficiency of inspectors and quality of inspection as well as save time in the exercise.
The application will be used by inspectors while at work and will help them in registering a case of violation and apprising the owner of the violating company, shop or building about their decision supported by photographs and videos of the violation via email or SMS.
Designed by the Geographic Information Systems (GIS) Center, the new application will enable inspectors to monitor all companies, facilities, building and shops working in the fields of food, buildings, excavations, hygiene, environment, farms, livestock and fisheries to verify their implementation of the laws.
Director of the Center for Environmental and Municipal Studies, Mohammed Saif al Kuwari, said that the programme will implement all stages of inspection electronically.
"This means dispensing with any paper forms by registering the violations, calculating the values of the fine for the violations automatically, in addition to taking pictures and video of the violations and linking them to the central records through the interconnected databases,"Kuwari added.
The application is linked to the Ministry of Economy and Commerce's electronic database for all registered companies in Qatar, which will allow inspectors to locate the erring facility easily.
Kuwari told Qatar Tribune that MME will sign an agreement to link the application with Public Prosecution in order to tackle serious cases of violation.
Assistant Director of GIS, Amer al Humaidi, said that the electronic application saves time and helps an inspector to reach the decision promptly taking all the prescribed procedures.
GIS in cooperation with the Center for Environmental and Municipal Studies started a training programme recently for all inspectors of the MME in electronic application. The first phase of the programme included the training of 106 food inspectors in different municipalities.
Kuwari said that by the end of 2017 all inspectors from different departments of the MME will be trained in the application."The ministry is seeking through the implementation of the 'Electronic Inspection' programme to contribute to the promotion of the national economy and the preservation of the environment by raising the slogan 'Ministry without papers',"Kuwari added.
