The Ministry of Public Health (MoPH) has completed a draft law on the establishment of a new health insurance system.
The draft law includes strategy for insurance coverage and legal frameworks needed for the establishment of a modern and comprehensive health insurance system through private insurance companies that will provide high-quality service.
The ministry will refer the bill to the Council of Ministers this month to take appropriate decision on the matter.
The Council of Ministers has ordered formation of a committee headed by the Ministry of Finance tasked to immediately float a tender, upon the issuance of the new health insurance law and select and appoint private insurance companies.
The committee will review the basic health services package and its related financial benefits and limits of insurance premiums. It will also consider addition of any other benefits.
This new health insurance system will achieve major goals by providing a comprehensive healthcare system with distinctive and high-quality services.
The MoPH has taken necessary measures in accordance with Emiri Decree No. 10 of 2016 on the organisational structure of the Ministry of Public Health, under which a new department of finance and health insurance was established to enhance the insurance system on a sustainable basis to serve future generations.
The draft law stipulates that the ministry will conduct a survey to ascertain the views of the members of the community, healthcare services providers from government and private sectors and health insurance companies between July and September.
The survey will study their expectations from the new health insurance system.
Qatari citizens will benefit from all the advantages of the new health insurance system with the launch of the first phase of the project in 2017 after its approval by the competent authorities.
