The Cabinet on Wednesday approved a draft law on public schools and decided to submit it to the Advisory Council.
The draft law says that the state establishes and funds public schools and promotes educational innovation and excellence.
The Ministry of Education and Higher Education is entrusted with the task of organising public schools and appointing administrative and academic cadres.
The draft law stipulates that the primary stage will be of six years of schooling, while the preparatory stage will be of three years. The secondary stage will be of three years.
The Cabinet will issue a decision regarding the stages and duration of study in specialist and technical education on the recommendation of the minister.
As per the draft law, the education ministry may establish kindergarten classes before the primary stage for students from the age of four years as per rules issued by a decision from the minister.
Identifying the dates of study and holidays in public schools will be according to a Cabinet decision on the proposal of the minister.
The ministry may establish specialised public schools to teach and take care of students with learning difficulties or disabilities. The decision of identifying terms and conditions of students' admission in these schools will be issued by the minister.
Those who run independent schools should comply with all financial and administrative conditions within six months from the date on which the law goes into effect.
The minister may extend the deadline for another similar period. Upon the proposal of the minister, the Cabinet will activate a functional system for the public schools staff to determine their rights and responsibilities.
Independent school staff will continue to receive their salaries from the date on which the law goes into effect according to their employed systems until that system is activated.
The Cabinet meeting was chaired Prime Minister and Minister of Interior HE Sheikh Abdullah bin Nasser bin Khalifa al Thani.
