The international ministerial meeting on Mosul in Paris on Thursday called for synchronised military operations led by Iraq to liberate Mosul from the ISIS.
Foreign Minister HE Sheikh Mohammad bin Abdulrahman al Thani participated in the meeting.
The meeting also discussed the provision of humanitarian assistance to the trapped people, protection of civilians, and the management of the flow of displaced people from combat zones.
It also discussed ways of restoring stability in Mosul and areas liberated from the ISIS.
It underlined the need to develop an effective plan to achieve stability across Iraq.
In his speech, the Foreign Minister outlined the importance of the fight against terrorism in accordance with a national framework that unites Iraqis and preserves the integrity of Iraqi territory while not contributing to the consolidation of extremist sectarian forces or demographic change.
Iraqis, he said, should unite on the basis of citizenship rather than on the basis of ethnicity.
The FM highlighted the need for the Iraqi government to work on ensuring the safety and security of civilians.
He stressed that Iraq should hold accountable those who engage in promoting sectarian activities.
He noted the importance of taking into account the post-liberation stage and ways and means of ensuring the return of displaced people as soon as possible.
He said Qatar will spare no effort in helping Iraq, pointing out that Qatar Red Crescent has already begun working with the UN agencies.
