The National Human Rights Committee (NHRC) has expressed its satisfaction with the precautionary measures taken by the State of Qatar in the face of the outbreak of the coronavirus (Covid-19) pandemic and stressed the need for concerted efforts by the government and society in all its groups to give priority to the right to health for all and respect for human rights without discrimination.
In a statement on Monday, the NHRC stated that it is following the government’s extensive precautionary measures to strengthen prevention and protect society from possible consequences, since the first cases have been recorded, stressing in this regard the importance of awareness-raising campaigns by the Ministry of Public Health and the Ministry of the Interior and other relevant authorities to educate the public on the importance of staying in their homes, preventing public gatherings and other measures aimed at providing adequate means to limit the spread of this epidemic.
The NHRC also urged the competent authorities to pursue their procedures in the context of expanding the response to this epidemic and to ensure that these measures are consistent with human rights standards and are commensurate with the size of the risks to community health.
The National Human Rights Committee warned that such measures and restrictions are exceptional measures that can only be taken if they are justified and necessary. It also stressed the importance of ensuring access to food, water and basic goods and providing health care and services to everyone without discrimination, provided this includes strengthening steps to protect the most vulnerable in this exceptional circumstance; especially for people suffering from chronic diseases, the elderly and people with disabilities, as well as migrant workers. NHRC emphasised that it would strengthen its work in cooperation with the relevant authorities, to undertake field visits to places designated for quarantine, places of detention and workers ‘accommodation to ensure that they are in line with international human rights standards.
The National Human Rights Committee praised public awareness and the broad response of people and residents to precautionary steps, and highlighted the strengthening of the spirit of unity between institutions of civil society, the private sector and other stakeholders and those engaged in awareness and preventive efforts.
NHRC extended its sincere thanks and appreciation to the medical staff, as well as to the Supreme Crisis Management Committee and all concerned government and civil society for their efforts to counter the Coronavirus.
