THE activities of the 6th General Assembly of the Global Public Diplomatic Network ((GPDNet) hosted by Qatar for the first time and organised by Katara in cooperation with Qatar University, started on Monday.
Prominent among those who attended the opening of the three-day meet were Secretary-General of the Ministry of Foreign Affairs HE Dr Ahmed bin Hassan al Hammadi, Ganeral Manager of Katara Dr Khaled bin Ibrahim al Sulaiti, Secretary-General of the Global Public Diplomacy Network EngDarwish Ahmed al Shaibani and heads of delegations of nine countries including: Turkey, South Korea, Hungary, Taiwan, Nigeria, Singapore, Mexico, Mozambique and the Philippines.
It is noteworthy that Qatar received the presidency of the Global Public Diplomacy Network (GPDNet), at a special ceremony in Istanbul in May last year. The opening was also attended by Dr Khaled Aba al Zemat, assistant secretary-general of the network, in addition to heads of universities and educational institutions, academics, information technology experts and social media specialists.
Speaking on the occasion, HE Hammadi said:
Public diplomacy is advancing today and has become an effective vehicle for communication between nations.”
He added, “Qatar has a distinguished experience in public diplomacy as it has concrete projects in the fields of culture, sports and education, known as soft powers, to bring harmony among people.”
In his speech on the occasion, Sulaiti said that cultural diplomacy has established itself as a new and an effective approach in international relations as it relies on the soft power of culture, arts and literature to bring people and nations closer.
“Soft power has become the most prominent means to promote dialogue and understanding between peoples and societies to promote peace across the world,” Sulaiti added.
Dr Ibrahim al Kaabi, dean of Arts & Sciences College in Qatar University, stressed the importance of the conference and pointed out that Qatar plays a positive role at the regional and international levels in spreading the culture of peace.
“What unites people and nations is the universal values shared by all.”
Meanwhile, the meeting saw presentation of working papers by the member states.
Ambassador of Bosnia and Herzegovina to Qatar HE Bisra Turkovic talked about the role of civil societies in cultural diplomacy.
She referred to the case of ‘Mothers of Srebrenica’ in this context.
Professor Tuan Kim’s working paper spoke about the actors of public diplomacy and the conditions for success whereas Dr Saleh bin Rajab discussed the concept of soft power.
