THE Ministry of Municipality and Environment (MME), in coordination with the General Directorate of Civil Defence at the Ministry of Interior, the Qatar General Electricity and Water Corporation (Kahramaa) and the Public Works Authority (Ashghal), has announced upgrading of its electronic system for obtaining building permits and certificates for completion of construction and facilitating service delivery.
The changes aim at simplifying and expediting services and will come into effect on February 1 this year.
The ministry said that the improvements include making the procedure of applying for site board a part of the building permit, so that the engineering firm, the designer or owner, submits one application for building permit as well as licence for the site board.
The upgrading of services will also include incorporation of the survey report issuance procedure within the building permits system to demarcate the boundaries of the land for which a licence or building completion certificate will be issued.
It also includes obtaining the survey report by submitting the application through the website of the building permit system.
Among the improvements is also abolition of inspection by Kahramaa, which used to be mandatory for issuing construction completion certificate and to connecting the service, except for construction of warehouses.
Furthermore, the amendments include inclusion of payment of fees for the delivery of services of Kahramaa in the first invoice for warehouses only and incorporating the application for connection to sewage network into the building permits system.
The amendments also include abolition of inspection by telecommunications service providers at the stage of building completion.
The construction completion fee payment procedure has also been incorporated into the procedures for requesting a construction completion certificate.
The Ministry of Municipality and Environment launched the electronic system for building licences on February 10, 2014, to facilitate transactions and procedures required for construction.
