The Supreme Judicial Council’s recently-launched Implementation Department is setting up an operations room that will electronically link all the nerve centres of the administrative machinery, such as Baladiya and the Qatar Central Bank.
This will effectively prevent anyone who is subject to judicial rulings from making any kind of unauthorised transactions, according to the council. The process is expected to be completed within a month.
The operations room will be managed by senior judges and draw the rest of the required manpower from various streams of the judiciary council.
The unit will seek to establish links with all the ministries, municipalities and other key state entities such as the Real Estate Registration Department to enable the council to identify and freeze or restrict spurious transactions. It will utilise each established link as per requirement. For instance, the Central Bank link will give the council access to information on bank deposits and enable the competent authorities to make seizures if necessary.
Judge Dr Mansoor al Qahtani, the head of the Implementation Department, said the unit would soon move into a new building as more litigants are approaching it for various purposes. He said Judicial Council would allocate sufficient number of judges to manage the operations room. They will be assisted by a large number of administrative staff as well, he added.
He said enforcement disputes stemming from the actions of the operations room would be adjudicated by an executive magistrate.
“This step comes within the framework of a comprehensive judicial reform that aims to streamlining the dispensation of justice in the country. It lays emphasis on swiftness and fairness in delivering justice,” he said.
The Supreme Judicial Council has recently initiated a number of measures to improve the judicial system and facilitate litigation in order to avoid the shortcomings of some procedural rules.
