The law on supporting the competitiveness of national products and combating harmful practices to them in international trade is aimed at enhancing the position of the Qatari products in local, regional and international markets, Ministry of Commerce and Industry (MOCI) has said in a report released on Tuesday.
Highlighting the main provisions of the law, the ministry said that it aims to support competitiveness of national products and combat harmful practices in international trade like dumping and subsidised trade to protect local products and enable them to compete in the market.
The law has defined dumping as the export of a product to the state at price below than the normal value of a similar product in the exporting country in the normal course of trade.
The subsidy has been defined as a financial support to manufacturing of products by government or by a public body or institution of the origin country that leads to subsidised trade resulting in harmful
commercial effects.
To safeguard local companies from such harmful practices, the ministry said, the law has approved establishment of a committee in the ministry called ‘Committee to Support the Competitiveness of National Products and Combating Harmful Practices in International Trade’ consisting of experts on WTO agreements, representatives of ministries and concerned bodies.
The committee would be responsible for examining and investigating the complaints of violations of WTO rules in this connection.
The committee will prepare report on the results of the investigation of harmful practices in international trade, and propose the interim and final measures and the price commitments necessary to support national products.
The committee will prepare a database and integrated information on its work, and conducting studies and research necessary for upgrading itself.
It will also issue a periodical containing recommendations, measures and measures taken on the recommendation of the committee, and other matters related to its affairs.
The law authorises manufacturers of national products to lodge a complaint with the competent department of the ministry against harmful practices in international trade.
If the investigation finds sufficient evidence of practices that cause damage to national products, such cases will be referred to the minister, who on the recommendation of the committee would take anti-dumping and countervailing measures as may be deemed necessary and in accordance with WTO’s temporary safeguard measures, anti-dumping measures and final countervailing measures.
The ministry said the law would push local traders and manufacturers to increase, diversify and develop production to meet the needs of the market.
Highlighting the benefits of the new law, the ministry said, “It will contribute to enhancing the position of the Qatari product in the market and contributes to its development. The national products will be made available to consumers at a price close to imported products of similar quality.”
