The Shura Council on Monday approved the draft law on Media City after a thorough discussion on the report of the Cultural and Information Affairs Committee.
The draft law provides for an independent budget for Media City aimed at growth and development of media and technology companies, attracting international media, high-tech companies, research and training institutions working in traditional as well as digital media.
Its terms of reference also include granting licences to eligible companies for television and radio broadcasting, publishing and distribution of newspapers, magazines and books.
In its recommendations, the committee has called for creating technical and professional standards and controls to attract media companies of high standard and reputation.
It has also called for encouraging Qatari investors to give priority to investing in the Media City while ensuring that the new entity does not affect the rights and privileges of existing investors in the media field. The committee has also called for employing Qatari graduates and giving them priority and appropriate privileges.
Members of the council stressed the importance of respecting the principles, values and ethics in the programmes of companies licenced to work in the Media City and that it be governed by a code of ethics.
The Shura Council meeting, chaired by Speaker HE Ahmed bin Abdullah bin Zaid al Mahmoud, also approved the Decree Law No 18 of 2018 on amendment of some provisions the of Law on Tenders and Auctions and decided to submit its recommendations to the Cabinet. page 2
