Prime Minister and Minister of Interior HE Sheikh Abdullah bin Nasser bin Khalifa al Thani inaugurated the Ministry of Municipality and Environment's (MME) Sustainable Strategic Plan 2018-22 in Doha on Sunday.
The ceremony started with the launch of the 'Aoun' application on smartphones to provide services to the public in addition to many new electronic services.
The Aoun application will facilitate access to 93 services in a more effective way.
The objectives of the strategy focus on the performance of the different sectors of the ministry to serve the homeland, citizens and institutions in accordance with a strategic planning.
Speaking on the occasion, Minister of Municipality and Environment HE Mohammed bin Abdullah al Rumaihi said the new strategic plan focuses on key areas that lead to excellence in the performance of different sectors towards serving the society at all levels.
He assured that the new strategy guarantees sustainability of decent living and well-being of people living in Qatar under the wise leadership of the Amir His Highness Sheikh Tamim bin Hamad al Thani.
"A comprehensive analysis had been carried out at the ministry which was used to crystallise and formulate our goals and aspirations to promote our society and environment to the ranks of the developed countries," Rumaihi said.
The new application comes from the ministry's keenness to ease the transactions and give the public more access to it's services, he added.
The minister pointed out that one of the most important achievements of the strategy is that it has fostered an institutional culture of strategic planning and government action in the context of specific development goals and trends.
It will stimulate the mindset of performance management, which contributes to building human and technical capabilities to achieve the mission and vision of the ministry.
The new strategic plan includes six sectors such as urban planning, agriculture, fisheries, environment, municipalities and public and joint services.
THE methodology adopted in the implementation process was based on a number of key elements, including vision, mission, values, objectives and inter-linkages, strategic map design and balanced performance cards, as well as alignment of strategic objectives with departmental initiatives, strategic objectives of different sectors, and challenge performance measurement indicators and targets for five years from 2018 to 2022.
The plan will become a guide through which all initiatives can be implemented on the ground.
In a statement to reporters, Assistant Undersecretary for General Services Affairs at the MME Sheikh Faleh bin Nasser al Thani said that the departments will start implementing the objectives and projects in accordance with the priorities set by the strategy, in line with Qatar National Vision 2030.
He said the six strategic sectors included in the plan are followed by 44 departments in the ministry and eight municipalities, each with indicators and performance cards and specific procedures and methodology in the implementation process.
He noted that the inauguration of the plan by the PM underscores the State's interest in enabling citizens and residents to have access to MME's services with the least effort and time.
The plan will be evaluated each year according to key performance indicators. The Department of Planning and Quality at the ministry will carry out the required audits to ensure the soundness of its implementation by identifying the strengths and weaknesses based on the data collected to determine the level of achievement for the initiatives and activities in the operational plans, as well as the consequences of any changes in the environment.
