FIFA secretary general Fatma Samoura has been reported to the ethics committee of football's governing body, the BBC reported on Wednesday.
Samoura, the first woman to hold the role, is accused of failing to notify FIFA of a family link with fellow Senegalese El Hadji Diouf, a former international footballer who is working as an ambassador for the Moroccan bid for the 2026 World Cup.
She told the BBC she was"fully aware of this upcoming complaint" and has"a good idea who is conveying this message."
She added:"The whole country of Senegal will laugh at Fifa Ethics... because everyone in my country knows the origin of El Hadji Diouf."
Morocco is bidding against a joint effort from the United States Canada and Mexico to host the first World Cup with 48 teams. A FIFA vote is due on June 13.
"The process is as fair, objective and transparent as it can get," FIFA said.
FIFA has been trying to clean up its reputation after a series of corruption scandals in recent years, with the awarding of hosting rights to World Cups seen as a particular problem.
Gianni Infantino, who replaced the disgraced Joseph Blatter as FIFA president, appointed Samoura in 2016.
